DISCUSSION: Recreation, Open Space, and Stewardship Plan Update for 2023-2028 (formerly the Parks, Trails, and Natural Areas Plan) [action on November 29] - Brandon Cadwell, Director Parks & Fair; Kendra Smith, Director Environmental Stewardship; Lincoln Bormann, Director Conservation Land Bank
The Parks, Recreation, and Fair Department (on behalf of the department and San Juan County Land Bank, Public Works, and Environmental Stewardship) has updated the six-year Recreation, Open Space, and Stewardship (ROSS) Plan (formerly Parks, Trails, and Natural Areas, and Non-Motorized Transportation Plan). The ROSS provides direction for the development, management and acquisition of parks, trails and natural areas for applicable departments of the county. The update has captured the needs and wants of County residents, update the capital facilities plans, property & facility inventory, assess progress and changes since the last plan development, and reviewed vision, goals and strategies to guide programs for the next six years. A revised San Juan County parks plan will meet all requirements set forth by the Recreation and Conservation Office (RCO) to be eligible for critical grants.

The San Juan County Council requested DCD staff provide additional information about resource land designations, including the processes and criteria used to review existing and proposed agricultural, forest and mineral resource land designations and overlays as part of the 2036 Comprehensive Plan (Plan) Update process. This session and report aimed to summarize and highlight relevant criteria and other considerations available to aid County Council in making final determinations with regards to proposed resource land use designation changes for inclusion in the 2036 Plan updated Official Maps.
