ACTION: To Approve a Resolution Adopting the 2023 Annual Construction Program and Approve a Resolution Adopting the Six-Year Transportation Improvement Plan 2023-2028 –Colin Huntemer, Director Public Works 

The TIP must be consistent with the County's comprehensive plan and was presented to the Planning Commission on October 21. The draft meeting minutes from the Planning Commission are provided to the Council.

The TIP and Annual Construction Program (ACP) are scheduled to be adopted together with the County's general Capital Improvement Plan (CIP) on November 29.

Council voted to approve the resolution adopting the six-year Transportation Improvement Plan 2023-2028.

ACTION: To Adopt an Ordinance of San Juan County, Washington Setting the Property Tax Levy for Land Conservation Futures for 2023, Levy for County Roads for 2023, To Adopt anOrdinance of San Juan County, Washington Setting the Property Tax Levy ; To Adopt an Ordinance of San Juan County, Washington Setting the Property Tax Levy for Current Expense for 2023 -Mike Thomas, County Manager

The County Council considers and passes annually each of the three property tax levies applied in San Juan County: 1) Conservation Futures, 2) Road Fund, and 3) Current Expense. 

Passage of all three levies is to occur by November 30, 2022. 

Each levy, as drafted, includes the statutory 1% property tax increase plus the dollar value of new construction. Additional adjustments may be made by the Assessor as allowed for by state law.  

Council voted to adopt an Ordinance of San Juan County, Washington Setting the Property Tax Levy for Land Conservation Futures for 2023.

ACTION: To Adopt an Ordinance Cancelling Prior Years Unclaimed Accounts Payable and Payroll Warrants -Michelle Novak, Payroll Manager

Accounts payable and payroll warrants have been issued by the Auditor’s Office for all claims against San Juan County and various Special Purpose Districts within the County from July 1, 2020 through June 30, 2021. Some of the warrants have not been presented for payment and are still outstanding and RCW 36.22.100 “Cancellation of unclaimed warrants” requires such warrants be cancelled if not presented for payment within one year of the date of issue. 

Therefore, the County Council conducted a duly advertised public hearing to receive public testimony and now the County Council may cancel warrants totaling $9,472.95. 

Council voted to adopt an Ordinance Cancelling Prior Years Unclaimed Accounts Payable and Payroll Warrants.

ACTION: To Adopt 2022 Budget Emergency and Supplemental Appropriations –Molly Foote Ph.D., Budget Analyst

The San Juan County Council has determined to amend the 2022 San Juan County Budget for changes that have occurred in relation to unanticipated obligations in the County Current, County Current Grants, Environmental Stewardship, Emergency Communication, Orcas Senior Services Building, Capital Improvement, Solid Waste, Equipment Rental & Revolving, and Facilities Funds.

The third and final amendment for the 2022 Budget was discussed with Council on November 1st and November 8th. The proposed changes include budget adjustments for County Current Expense, County Current Grants, Environmental Stewardship, Emergency Communication, Orcas Senior Services Building, Capital Improvement, Solid Waste, Equipment Rental & Revolving, and Facilities Funds. Since the second discussion, a minor change was submitted to the Auditor which increases Capital Improvement Fund ending cash by $79. Proper legal notice has been published and counsel has reviewed the Ordinance.

Council voted to approve an ordinance revising the 2022 budget for emergency and supplemental appropriations.

DISCUSSION: To Adopt the 2023 Budget Mid-biennial Review-Molly Foote Ph.D., Budget Analyst

The mid-biennial review will be the first amendment to the 2023 budget. On November 1st and 8th, the Auditor discussed with Council the county-wide budget changes and reviewed decision packages. Since the second discussion, additional budget adjustments have been added to several county Funds. Collectively, the proposed changes increase the 2023 budget by about $15 million.

ACTION: To Adopt an Ordinance Updating the San Juan County Comprehensive Plan and Official Maps Pursuant to the State of Washington Growth Management Act (GMA), Chapter 36.70A Revised Code of Washington (RCW) Plan –David Williams, Director Community Development; Sophia Cassam, Planner

Staff provided the County Council with the draft Ordinance Updating the San Juan County Comprehensive Plan and Official Maps Pursuant to the State of Washington Growth Management Act (GMA), Chapter 36.70a Revised Code of Washington (RCW) for a third review prior to the public hearing. 

Changes to the language were made and adopted, with the hearing continued to November 30. 

ACTION: Approve the Recreation, Open Space, and Stewardship Plan Update for 2023-2028 (formerly the Parks, Trails, and Natural Areas Plan)-Brandon Cadwell, Director Parks & Fair; Kendra Smith, Director Environmental Stewardship; Lincoln Bormann, Director Conservation Land Bank

The Parks, Recreation, and Fair Department (on behalf of the department and San Juan County Conservation Land Bank, Public Works, and Environmental Stewardship) has updated the

six-year Recreation, Open Space, and Stewardship (ROSS) Plan (formerly Parks, Trails, and Natural Areas, and Non-Motorized Transportation Plan). The ROSS provides direction for the development, management and acquisition of parks, trails and natural areas for applicable departments of the county. The update has captured the needs and wants of county residents, update the capital facilities plans, property & facility inventory, assess progress and changes since the last plan development, and reviewed vision, goals and strategies to guide programs for the next six years. A revised San Juan County parks plan will meet all requirements set forth by the Recreation and Conservation Office (RCO) to be eligible for critical grants.

Council voted to Approve the Recreation, Open Space, and Stewardship Plan Update for 2023-2028.

DISCUSSION: Human Services Transportation Update–Mark Tompkins, Director Health& Community Services Program Coordinator 

The San Juan County Human Services Transportation Plan (HSTP) was originally created in 2010 and updated in 2014 & 2018.  The HSTP is required to be updated every four years and is necessary to be eligible for Washington State Department of Transportation transit related (e.g. Transportation Voucher Program) grant funding.  Adoption of the plan by the County council is a requirement of the grant.   Staff have been working with our contractor, Transpo Group, to draft updates to the HSTP with input from numerous stakeholders.  

DISCUSSION/ACTION:  Resolution to Approve Temporary Construction Easement of Fish Trap Creek Culvert–Kendra Smith, Director Environmental Stewardship

A temporary construction easement is needed to support a bypass road during the construction of the Fishtrap Creek/ Cormorant Road culvert replacement.  Environmental Stewardship has secured permission from the property owner to conduct the work on their property and restore the site following the completion of the construction. The necessary resolution, easement document, plans and specifications are included in the packet.

Council voted to approve a resolution accepting a temporary construction easement of Fish Trap Creek Culvert on Orcas Island.
