SAN JUAN COUNTY, WA May 15, 2025 – San Juan County is pleased to welcome a new Deputy County Manager as well as a new Director of Human Resources (HR) to the County’s staff. These new additions will help strengthen the County’s workforce and provide additional capacity in County leadership.
Deputy County Manager
Tillery Williams is serving as the County’s new Deputy County Manager – a position created to provide support for the administrative operations of County government. Williams was formerly the Director of Community Engagement, Equity, and Inclusion at the Nevada System of Higher Education (NSHE) where he was responsible for building inclusive learning
environments while fostering strong relationships with diverse stakeholder groups to promote the NSHE mission across Nevada. He has also held previous roles as Senior Fiscal and Policy Analyst, Management Analyst, and Principal Legislative Analyst for jurisdictions including the City of Reno, Nevada, The Washoe Tribe of Nevada and California, and King County, WA. He brings experience in policy and budget analysis, community engagement, special projects management, economic and workforce development, and legislative relations. Williams holds degrees from both Auburn University and the University of Idaho and has spent his entire twenty-year career in public service.

The Deputy County Manager will perform research, analysis, and project implementation work, and will represent the County on various cross-jurisdictional initiatives, working groups, and other collaborations.
The Deputy County Manager will be responsible for the supervision of staff and department directors, including services such as Information Technology, Communications, Public Records, and Public Defense. This position acts as backup and support to the County Manager for County Council, and generally acts in the County Manager’s stead as required.
Director of Human Resources & Risk Management
Matthew Bullock has been hired as the County’s new HR Director and is poised to lead the HR Department in serving the employees of San Juan County. Bullock has a Master's degree in Public Administration, is a resident of Lopez Island, and brings over 20 years of human resources leadership and experience to the position. He was formerly a Labor Relations Manager for
the Port of Seattle where he oversaw complex labor relations and HR initiatives, advised Port Commissioners and senior leadership on a wide range of employee issue. He has extensive experience in collective bargaining, personnel management, and supporting organizational change through effective workforce planning and employee engagement strategies.

The Director of Human Resources & Risk Management is responsible for the full scope of the County’s human resources and risk management programs. The Director administers the recruitment and employee selection processes, benefits, wages and job classification plans, and training services. In addition, the position oversees personnel records management, labor relations and problem resolution processes, and collective bargaining agreements.
