Mental Health and Substance Use Treatment

The Mental Health and Substance Use Treatment  Programs work with community agencies, providers, and the regional organization North Sound Behavioral Health Administrative Services Organization (North Sound BH-ASO) to assure that mental health and substance use treatment and recovery services are available to county residents.

Behavioral Health Sales Tax Programs

The Washington State Legislature through RCW 82.14.460 authorized counties to implement a 0.1% local sales tax for behavioral health programs and services and for the operation of therapeutic courts.  In December of 2008 the San Juan County Council adopted an ordinance authorizing the tax. The following programs in San Juan County are currently supported by these funds. 

School Programs

SCHOOL BASED MENTAL HEALTH

The School Based Mental Health Program provides behavioral health supports that promote social emotional health and learning, and include outreach, intervention, short-term counseling, science-based strategies and staff training and consultation services to children, youth and families residing within each school district.  

PRIMARY INTERVENTION PROGRAM

The Primary Intervention Program is an evidence-based program that helps children pre-K through third grade.  The program helps early learners adjust to school, gain confidence and social skills, and focus on learning.

Community Based

COMMUNITY WELLNESS PROGRAM

The Community Wellness Program provides short-term, solution focused counseling for low -income persons and families and serves as a bridge while Medicaid or commercial insurance is acquired. The program is accessed through the resource centers on San Juan, Orcas, and Lopez islands and links qualifying applicants to contracted mental health counselors.  There is a co-pay based on applicant means.
            

SAFECARE

SafeCare is an evidence-based in-home program designed to help parents develop skills in the areas of parent-child interaction, home safety, and child health. The program addresses basic parenting skills to help parents build a solid foundation for their children’s health and well-being.  It is offered through the Joyce L. Sobel Family Resource Center on San Juan Island for all families with young children.

Court Programs

FAMILY DEPENDANCY COURTS

Dependency is the legal process where the State intervenes to protect children due to suspected abuse, neglect, or abandonment.  The most common reason for dependency is chronic neglect. Common factors contributing to neglect are related to mental health and substance abuse. The primary goal of dependency court is to support and facilitate healthy changes so that children can remain in their homes or be successfully reunified. Family Treatment Court is an intensive track where parents can opt in to receive case management services and coaching tailored to their situation and challenges. Like Drug Court, Family Treatment Court involves more frequent hearings and close supervision of individually tailored treatment and services. Though this intensive process, parents’ challenges related to substance abuse and mental health can be addressed more quickly, meaning that children are supported and returned home, if applicable, faster. Mental Health Tax funds are used to pay for the staff essential to this program, as well as for treatment services where other funds are unavailable.
